波罗地海与我国渤海同属内海,具有相似的工业化发展历程,都面临着协调多方共同治理等诸多共性问题,因此,波罗地海的污染防治对渤海有着很强的借鉴意义。本报告通过分析总结波罗地海海域污染防治的主要做法与经验,从完善渤海污染防治合作机制;污染治理投入机制;提高城镇污水处理设施运行效率及生活垃圾无害化处理率;重点控制近海陆域农村面源污染;建立渤海环境监测、预警和应急处置系统等方面提出了渤海近岸海域污染治理的建议,为天津市配合国家编制好《渤海近岸海域污染防治“十二五”规划》提供借鉴。
Both the Baltic Sea and the Bohai Sea belong to inland sea, with similar industrialization development process. All of them face the common problems of coordination and multi-governance. Therefore, the prevention and control of pollution in the Baltic Sea is of great reference to the Bohai Sea. This report analyzes and summarizes the major practices and experiences in pollution prevention and control in the Baltic Sea area, from the point of improving cooperation mechanisms for pollution prevention and control in the Bohai Sea, input mechanism for pollution control, improving operation efficiency of urban sewage treatment facilities and harmless treatment of domestic garbage, In the aspects of rural non-point source pollution in the sea and land areas, the establishment of the Bohai Sea environment monitoring, early warning and emergency disposal system, put forward suggestions on pollution control in the coastal areas of the Bohai Sea for the Twelfth Five-year Plan for the Prevention and Control of Bohai Sea Coastal Areas, “Planning” to provide reference.
