陇南市是甘肃省水利资源较为富集的地区之一,境内四大水系年径流量279亿立方米,可开发量223万千瓦,约占甘肃全省的1/3。近年来,全市大力引进私人资本开发水利资源,使小水电产业成为全市经济发展的主导产业之一,但小水电开发中也面临着资源、环境、市场、政策以及融资等问题的困扰。小水电要大发展,必须走资源资本化、产业市场化、经营企业化、管理规范化、融资多元化之路。
Longnan City, Gansu Province is one of the more abundant water resources in the region, the four major annual runoff in the territory of 27.9 billion cubic meters, the development of 223 million kilowatts, accounting for about 1/3 of Gansu province. In recent years, the city has vigorously introduced private capital to develop water conservancy resources so that small hydropower industry has become one of the leading industries in the city’s economic development. However, small hydropower development is also facing problems of resources, environment, markets, policies and financing. Small hydropower development, we must take the resources of capitalization, industrialization of the market, business management, standardization of management, financing diversification.
