黄冈市地处鄂豫皖三省交界的大别山南麓,是著名的革命老区,也是全国18个集中连片的重点贫困地区之一。“九五”以来,全市各级财政部门大胆创新财政支农制度,通过政策引导、科技推广、管理服务和结对帮扶,着力支持改善基础、优化环境、调整结构和培育市场,建立了产业化扶贫的保障和服务机制,为推进可持续发展和实现全市基本消除绝对贫困的目标作出了积极努力。
Located in the south of the Dabie Mountain at the junction of Hubei, Henan and Anhui provinces, Huanggang is a famous old revolutionary base area and one of the key poverty-stricken areas in the country with 18 contiguous sections. Since the Ninth Five-Year Plan, the financial departments at all levels in the city have boldly innovated the system of supporting agriculture through finance. Through policy guidance, promotion of science and technology, management services and matching assistance, efforts have been made to support improving the foundation, optimizing the environment, adjusting the structure and cultivating the market. The protection of industrial poverty alleviation and service mechanism have made positive efforts to promote sustainable development and achieve the goal of basically eliminating absolute poverty in the city.
