党的十八大以来,黑龙江省坚持狠抓基层党建重点任务落实,有效推动了基层党组织严起来、强起来、活起来,充分发挥战斗堡垒作用。同时,加大在新型农业经营主体中组建党组织力度,推动农民合作社负责人、致富带头人进入村“两委”班子,全省农村、社区基本解决无活动场所问题,运转经费和人员待遇得到大幅提高,基层党组织服务群众能力明显增强。
