转换企业经营机制’,把企业推向市场,是深化企业改革的重要内容。转换企业经营机制,不能割裂经营机制,也不能孤军冒进。结合我国当前实情,通过完善承包制比试行股份制实现企业经营机制的转换,更具积极可行意义。但不管采取什么形式,转换企业经营机制都必须首先解决政企分开问题。把企业推向市场,一要使市场成为国家与企业连结的纽带,二是企业必须全方位多角度进入市场,三是把企业推向市场要积极也要稳妥。
The transformation of the company’s operating mechanism’ and the introduction of the company into the market is an important part of deepening corporate reform. To change the business operation mechanism, we must not cut the operating mechanism, and we must not be alone. Combining the current situation in China, through the improvement of the contracting system, it is more proactive and feasible to realize the transition of the company’s operating mechanism than the trial-based joint-stock system. However, no matter what form is adopted, the transformation of enterprise operating mechanisms must first resolve the issue of separation of government and enterprises. To bring companies into the market, one must make the market a link between the state and the enterprise, the second is that companies must enter the market from all angles, and the third is to actively and securely push the company to the market.
