1985年以来,山东省各级党委从全面振兴山东经济和培养造就跨世纪干部的战略目标出发,坚持从县以上机关选派干部到基层挂职锻炼。十年来,全省共选调下派干部133480余名,其中,省级机关7批4091名。现在仍有1万多名下派干部在基层工作。通过挂职,给基层工作带来了新的活力与生机,促进了全省改革开放和经济建设的均衡发展。同时,也使广大中青年干部在实践中经受了锻炼和考验,丰富了知识,增长了才干。
Since 1985, the party committees at all levels in Shandong Province have proceeded from the strategic goal of revitalizing Shandong’s economy and cultivating cross-century cadres in an all-round way. They insisted on assigning cadres from the organs above the county level to the grass-roots units for training. Over the past decade, there have been a total of more than 133480 cadres assigned to the province, of which 4091 are approved by the provincial authorities in seven batches. More than 10,000 under-secretary cadres are still working at the grassroots level. Through attachment, it has brought new vigor and vitality to grass-roots work and promoted the balanced development of the province’s reform and opening up and economic construction. At the same time, it also enables the majority of middle-aged and young cadres to undergo exercises and tests in practice, enriching their knowledge and increasing their talents.
