黄委会水土保持科研基金于1988年开始设立.第一期水保科研基金共开展“窟野河、秃尾河、孤山川流域治理方向途径及神府等矿区治理措施的研究”等4个攻关课题和“不同类型区治沟骨干工程总体布局及坝系优化规划研究”等5个重点课题的研究.这批由50多个科研、生产、教学单位400多名科技人员历经5年多时间完成的科技成果,已于1994年全部通过验收鉴定,共提出成果报告及学术论文250多篇,其中有10多项成果达到国际先进或国内领先的水平.在深化水土保持改革的今天,为使有限的水保科研基金在黄河流域水土流失治理开发中发挥更大的作用,黄委会成立了水土保持科研基金领导小组.根据黄委会水土保持科研基金领导小组办公室(设在黄委会水土保持局)提出的“黄委会第二期水土保持科研基金课题选题大纲”,经征求委属有关部门及流域内有关省(区)水保科研单位的意见,基金领导小组办公室提出了第二期水保科研基金拟立题研究的课题,后进一步征求了欲参加
