文同武是四川省广元市朝天区公安交警大队民警,在大队搞了四年的交通事故调解,年底就要退休了,但大队领导却万分舍不得,如果文同武走了,谁能将这块工作搞得如此有声有色呢!交通事故原因错综复杂,肇事者、受害方素质不一,赔偿支付能力,索赔要求各不相同。文同武不断摸索,总结出了一套自己的交通事故调解处理“三部曲”:先将调解双方集中一起讲政策、再分头分析案例做工作、最后再次集中做调解,以公心、热心、耐心、真心、细心“五心”化解群众的心结。
