在规划局派我们来出席开会以前,规划局曾经初步讨论了三峡初步设计要点,不少同志提出了各方面的意见,但还没有综合成规划局的意见,我在发言中谈到的意见,有的是规划局一些同志的意见,有些是我们来开会的同志的个人意见,但不能代表规划局的意见.一、关于正常高水位的选择问题我们觉得三峡的正常高水位在选择的范围内,主要是决定于防洪、航运的要求和上游的淹没损失
