莱阳市下岗职工经过规范下岗程序,领取基本生活费到参加转岗转业训练,接受职业指导、职业介绍等服务环节,陆续走上了再就业之路。一、转岗转业训练的主要目的,是帮助下岗职工转变就业观念,通过多种渠道实现再就业。1998年以来,通过规范企业职工下岗程序,莱阳市有808名国有企业职工下岗,进入再就业服务工作站。下岗后他们一方面存有不满情绪,牢骚满腹,一方面观念陈旧,仍停留在计划经济时期政府统一安排工作的希望上,等、靠、要的依赖思想严重,并且就业期望值过高,非国有集体企业不去,脏、累、差岗位不去;面对下岗现实,悲观失望,缺乏闯市场的勇气和信心,这些观念和思想是实现再就业的极大障碍。为解决这一问题,莱阳市组织有关人员,首先编写了《下岗职工再就业培训宣讲提纲》
