国务院总理朱镕基于2001年8月2日签署了第315号国务院令,公布《印刷业管理条例》,条例自公布之日起实行。新修订的《印刷业管理条例》共7章48条,包括总则、印刷企业的设立、出版物的印刷、包装装潢印刷品的印刷、其他印刷品的印刷、罚则和附则。条例明确规定印刷业经营者必须遵守有关法律、法规和规章,讲求社会效益,禁止印刷含有反动、淫秽、迷信内容和国家明令禁止印刷的其他内容的出版物、包装装潢印刷品和其他印刷品。
Premier Zhu Rongji signed Order No. 315 of the State Council on August 2, 2001, promulgating the “Regulations on the Printing Industry Management”, which came into effect on the day of its promulgation. The newly revised Printing Industry Regulation comprises a total of seven chapters and 48 articles, including the General Regulations, the establishment of printing enterprises, the printing of publications, the printing of packaging and decorating prints, the printing of other printed materials, the penalties and by-laws. The Ordinance clearly stipulates that print industry operators must abide by the relevant laws, rules and regulations and pay attention to social benefits, and prohibit the printing of publications, packaging and decorating prints and other printed materials containing reactionary, obscene, superstitious content and other content prohibited by the State from being printed.
