今年4月1日,《上海市统计管理条例》正式开始施行,标志着上海统计立法工作取得了突破性的进展,对保证《统计法》的贯彻实施,推动统计执法工法有着重要作用。《上海市统计管理条例》突出的特点是增加了经济处罚条款,强化了统计执法手段,这样上海初步形成了由统计法律、统计行政法规、地方法规组成的统计法律体系。是一个了不起的成绩,值得庆贺。
On April 1 this year, the “Shanghai Statistics Management Regulations” officially came into force. This marked a breakthrough in statistics and legislation in Shanghai and played an important role in ensuring the implementation of the “Statistical Law” and promoting the law enforcement of statistics. The prominence of the Shanghai Statistics Administration Ordinance is that economic penalties have been increased and statistical means of enforcement have been strengthened. As a result, Shanghai has initially formed a statistical legal system consisting of statistical laws, statistical administrative regulations and local laws and regulations. It is a remarkable achievement worth celebrating.
