森林病害现象是森林生态系中物质循环的自然现象,随着人类社会活动的不断发展,森林成为人们经营和保护的对象之后,森林病害越来越成为林业生产不容忽视的问题之一。以营林技术措施为基础的森林病害综合防治,就是把森林病害的发生和防治有机地、因地制宜地、综合地贯彻于种苗培育、造林、经营管理、保护乃至森林采伐利用的林业生产全过程,造成一个有利于林木生长,把森林病害控制在经流允许水平之下的良好森林生态环境,从而达到防治森林病害,保护森林的目的。
