从高校腐败案件的现实状况和发展趋势来看,构建高校惩治和预防职务犯罪体系,有效遏制腐败现象在高校的滋生和蔓延,是十分紧迫的政治任务。要控制和预防高校腐败的现象,必须坚持“标本兼治、综合治理”的基本方针。在不影响高校依法自主办学的前提下,应该多管齐下构建高校权力监督体系。坚持软硬结合,把理念与制度统一起来;坚持德法同治,用职业道德和法律规范约束高校行为;坚持内外协调,从内部和外部两个视角对高校进行监督;坚持奖惩并举,采用奖励和惩罚手段明晰高校权力行使的边界。
From the reality and development trend of corruption cases in colleges and universities, it is a very urgent political task to build a system of punishing and preventing job-related crimes in colleges and universities and effectively curbing the breeding and spread of corruption in colleges and universities. To control and prevent the phenomenon of corruption in colleges and universities, we must adhere to the basic principle of “treating both the symptoms and the root cause and treating it in a holistic manner”. Without prejudice to the university under the premise of autonomous schools according to law, multi-pronged approach should be to build the power supervision system in colleges and universities. Adhere to the combination of hard and soft, the idea and system unify; Adhere to the rule of law with Germany, with professional ethics and legal norms binding behavior of colleges and universities; insist on internal and external coordination, from both internal and external perspectives of colleges and universities; insist on both reward and punishment, using rewards and Punishment means to clarify the boundaries of the exercise of power in colleges and universities.
