国家历年来在修建住宅方面,投下了巨额的资金,充分证明了党和政府对人民深切的关怀和无微不至的照顾;但由于我国建设的资金和材料等还不能满足需要,是不可能在短期内全部满足人民生活水平日益增长的需要的。 第二个五年计划已经来到,各项新建和扩建的厂矿企业以及各城市村镇都更加迫切地要求建筑大量的住宅,为了让有限的资金和材料发挥最大的作用。以及本着贯彻增产节约、勤俭建国的方针,就要求在保证质量的前提下,降低指标,降低造价,节约材料(特别是木材)和节约用地。
The country has invested huge sums of money in the construction of houses over the years, fully demonstrating the deep concern and meticulous care of the party and the government for the people. However, due to the fact that China’s construction funds and materials cannot meet the needs, it is unlikely to be in the short term. All need to meet the increasing living standards of the people. The second five-year plan has come, and various newly-built and expanded factories, mines, and cities and towns and villages are all pressing for the construction of a large number of houses, in order to maximize the use of limited funds and materials. As well as implementing the principle of increasing production, saving, and diligently building the nation, it is required to reduce the number of indicators, reduce the cost, save materials (especially timber) and save land while ensuring quality.
