最近,中共中央作出了《关于加快发展第三产业的决定》。这无疑对全国城乡的第三产业的发展起到了不可估量地推动作用。作为城区是城市的重要组成部分,从目前城区的第三产业的构成和服务水准来看,还远远不能适应生产发展和人民群众生活日益提高的需要,其发展的领域和潜力是巨大的。本文提出城区发展第三产业应思考的共性问题,以供大家探讨和研究。问题思考之一,发展城区第三产业必须做好规划,明确功能。发展城区的第三产业必须审时度势,坚持实事求是的原则。一切从实际和实情出发,本着省时、省力、花钱少、收效快的精神,采取先易后难,逐步建立和完善市场体系。作为城区的第三产业发展、任何地区都必须注意做好以下几项工作:
Recently, the CPC Central Committee made the “Decision on Accelerating the Development of the Tertiary Industry.” This undoubtedly played an inestimable role in promoting the development of the tertiary industry in both urban and rural areas across the country. As the city is an important part of the city, from the composition and service level of the tertiary industry in the present urban areas, it is far from being able to meet the needs of the development of production and the ever-increasing people’s livelihood.
