党的十七大作出了以改革创新精神全面推进党的建设新的伟大工程的战略决策。现阶段我国正处在改革发展的极其关键时期,人民内部矛盾变得日渐突出和复杂,再加上国外排华反华势力的渗透和演变,西藏基层党组织面临着推动经济社会全面发展和维护整体大局稳定的双重重大任务。形势严峻,压力很大,责任异常艰巨。认清形势,树立忧患意识和大局意识,努力研究探讨并不断加强西藏基层党组织的自身建设,已经刻不容缓。
