The Central South Area Highway Computer Consortium was formed and the first collaboration meeting was held in Changsha, Hunan from December 2 to November 1981. Attending the meeting were representatives from the Traffic and Highway (Survey and Design Institute) of the Five Provinces (Regions) of Central South China (Region), the Second Highway Survey and Design Institute of the Ministry of Communications and the Transportation Science Research Institute of Henan, Guangdong and Hunan Provinces.
