自从本刊第三期發出关于文件草稿和历次修正稿是否都要保存問題的征文以后,已經有不少讀者寄来了稿件。根据来稿的反映和我們进一步的研究,认为这个问題涉及到的都是非常具体因而也非常复杂的問題,必须結合不同性質,不同地位的机关,不同内容的文件,甚至不同的文件起草人进行具体分析,也就是說,对每一个具体材料都要具体分析。当然,找出一些粗略地划分文件材料取捨的界限也是可以做到的,不过由于必须强調具体分析,因此,我們不准备在刊物上討論这个問題了。这里除了对寄来了稿件的讀者表示歉意之外,并参照来稿提出了几点粗略地划分文件草稿和修正稿取捨的界限,仅供大家参考。
Since the issue of the essay on whether the drafts of the documents and the previous amendments have been preserved in the third issue of this publication, quite a few readers have already sent them.
