党的十七大报告指出,深化收入分配制度改革,要“健全劳动、资本、技术、管理等生产要素按贡献参与分配的制度”。这是在党的十六大报告提出的“确立劳动、资本、技术和管理等生产要素按贡献参与分配的原则”基础上的进一步发展。真正领会其中的深刻含义,对于我们从理论和实践的结合上正确把握深化收入分配制度改革的方向、自觉推动改革实践具有重要指导意义。
The report of the 17th CPC National Congress pointed out: To deepen the reform of the income distribution system, we must “improve the system in which labor, capital, technology and management are participating in the distribution according to their contributions.” This is a further development based on the principle set forth in the report of the 16th National Congress of the CPC on the basis of “establishing the principle that labor, capital, technology and management, and other factors of production should participate in the distribution according to their contributions.” Really understand the profound meaning of it. It is of great guiding significance for us to correctly grasp the direction of deepening the reform of the income distribution system from the combination of theory and practice, and consciously promote the practice of reform.
