人社部近日印发《拖欠农民工工资“黑名单”管理暂行办法》,自2018年1月1日起施行。用人单位存在下列情形之一的,人社部门应当自查处违法行为并作出行政处理或处罚决定之日起20个工作日内,按照管辖权限将其列入拖欠工资“黑名单”:(一)克扣、无故拖欠农民工工资报酬,数额达到认定拒不支付劳动报酬罪数额标准的;(二)因拖欠农民工工资违法行为引发群体
