林业政策是政府决策体系的一部分。在人们还未能对森林资源的环境价值进行科学的可信服评估的情况下,社会对生态(绿色)目标的偏好的稳定性是不确定的,承担改善环境治理成本的意愿也是不确定的;技术变革对木材供给和需求的影响更加不确定。林业部门在社会经济中的地位、林权状况、公众现有的专业知识信息等都会影响林业政策的制定,而这些因素就构成了林业政策分析框架。
Forestry policy is part of the government’s decision-making system. In the absence of a scientific and credible assessment of the environmental value of forest resources, the stability of social preferences for ecological (green) targets is uncertain and the willingness to bear the costs of environmental governance is uncertain. The impact of technological change on wood supply and demand is even more uncertain. The status of the forestry sector in the socio-economic situation, the status of forest tenure, and the public’s existing professional knowledge and information all affect the formulation of forestry policies, and these factors form the framework of the forestry policy analysis.
