河南自古以来多水旱灾害。水旱灾害之频繁,受灾范围之宽广,灾害影响之深重,在历史上是有名的,在全国各省中也很突出。水旱灾害给河南人民带来过沉重的灾难。新中国成立以来,河南一直把防治水旱灾害作为一件大事来抓,修建了大量的水利工程,除害兴利,发挥了很好的作用。但是,现有的防灾能力还不高,随着经济的迅速发展,对防治水旱灾害和水资源的需求,又会有新的更高的要求。在新世纪里,河南水利建设还须高度重视,继续抓好,进一步提高防灾抗灾能力。
Henan drought and drought since ancient times. Floods and droughts are frequent, the scope of the disaster is wide, and the impact of disasters is profound. It is well known in history and also stands out among the provinces in the country. Floods and droughts have brought heavy disasters to Henan people. Since the founding of New China, Henan has always taken the prevention and control of floods and droughts as a major issue and constructed a large number of water conservancy projects to play a good role in eliminating and improving the interests of others. However, the existing disaster prevention capability is not yet high. With the rapid economic development, there will be new and higher requirements for the prevention and control of flood and drought disasters and water resources. In the new century, the water conservancy construction in Henan must attach great importance to continue to do a good job and further improve its capability of disaster prevention and resilience.
