区(县)政府网站是区(县)政府服务的重要载体,也是电子政务体系中面向公众的主要窗口。有效的区(县)政府网站绩效评估方法是使区(县)政府网站建设与服务水平提升与发展的关键。文章从区(县)政府网站绩效评价的综合评价指标体系出发,提出了基于RBF神经网络的多层次多目标区(县)政府网站绩效评估模型,利用该模型对区(县)政府网站进行了合理的综合绩效评估。实证检验发现,文章建立的基于RBF神经网络的区(县)政府网站评估模型充分利用了专家、公众等所有参与者的意见,有利于提高区(县)政府网站的公众满意度和认知度。因此,利用该模型评估指导今后区(县)政府网站建设和发展具有很高的借鉴意义。
The district (county) government website is an important carrier of district (county) government service and also the main window facing the public in the e-government system. Effective district (county) government website performance evaluation method is to make the district (county) government website construction and service level to enhance and develop the key. Based on the comprehensive evaluation index system of the regional (county) government website performance evaluation, this paper proposes a multi-level multi-objective government performance evaluation model based on RBF neural network. By using this model, Reasonable comprehensive performance evaluation. The empirical test finds that the assessment model of government websites based on RBF neural network established by the article makes full use of the opinions of experts, public and all other participants, which is helpful to improve the public satisfaction and awareness of the government websites of districts and counties . Therefore, the use of the model to assess the future guidance of district (county) government website construction and development of high reference.
