笔者分析了农村特别是河北农村畜牧养殖的现状,认为造成污染的主要原因为规划混乱、缺少污物处理设施及管理不到位、农牧脱节、农村资源产权模糊及政府在防治畜牧养殖污染问题上的缺位等。因此,政府相关部门应承担起防治畜牧养殖对环境的破坏、污染的职责,对农村地区产权制度和管理制度进行完善和创新,出台和完善对养殖户的治污补贴政策,对区域内的畜牧养殖业进行科学规划和严格管控并加强对养殖户防治畜牧养殖污染的宣传教育。
The author analyzes the present situation of livestock husbandry in rural areas, especially in Hebei Province.
