在我国摆脱贫困的伟大实践中,“异地开发扶贫”是卓有成效的扶贫措施之一。据云南省扶贫办介绍,作为全国4个国债异地搬迁试点省区之一,云南省委、省政府决定在本届政府内筹集25亿元资金,解决云南基本已丧失生存条件的50万特困农民重建家园的工作。从1996年10月开始实施至今年8月,云南累计已投入中央国债6.66亿,省级8.84亿元专项扶贫资金,在全省16个地州市的94个县实施了异地开发扶贫,已经安置特困人口达23.88万人。其中,县内转移安置15.78万人,跨地州转移安置2.3万人,劳务输出5.9万人。跨地州转移安置的这2.3万人,大部分集中在思茅地区的思茅市和江城哈尼族彝族自治县,他们分别来自昭通市和怒江傈僳族自治州,其中有1.4万是苗、傈僳、彝等少数民族群众,占跨地州转移人口的60%左右。从滇东北、滇西北到滇西南,从高山峡谷到热带河谷,在全新的环境里,他们的生活是怎样的呢?初秋时节,本刊记者分别到思茅、昭通寻访了几户移民,在收获的季节走近他们,体会他们面对恶劣生存环境的抗争,与他们共同分享着新家园带来的快乐。
