从工程造价全过程管理是社会主义市场经济体制改革的需要、全社会资源优化配置的需要、项目管理的重要组成部分、工程项目管理团队组建的基础等角度分析了工程造价的必要性,并阐述了工程造价全过程管理的基本原理,从3个不同的阶段总结了工程造价实施的对策,最后提出了管理的保障措施,以促进工程造价的顺利开展。
The necessity of engineering cost is analyzed from the point of view of the whole process management of project cost, the need of the reform of socialist market economy system, the need of optimal allocation of all social resources, the important part of project management and the foundation of project management team. The whole process of project cost management of the basic principles, from three different stages of the project cost of implementing the countermeasures, and finally proposed the management of safeguards to promote the smooth development of the project cost.
