为贯彻落实《国务院关于鼓励和引导民间投资健康发展的若干意见》(国发[2010]13号),充分发挥民间资本在推进水利建设中的重要作用,水利部研究制定了《鼓励和引导民间资本参与水土保持工程建设实施细则》,于2012年6月19日,以水规计[2012]283号文下发到各流域机构,各省、自治区、直辖市水利(水务)厅(局),各计划单列市水利(水务)局,新疆生产建设兵团水利局,要求认真执行。现全文刊发。
