在中国目前条件下,设计和建设新露天矿时对竭力缩减基建投资问题给予了极大的注意。与此同时,在按照矿石允许成本确定经济合理剥采比时却没有考虑到所得的基建投资额。这使中国设计工作者产生了很大困难,不能在确定露天矿最终境界时正确地考虑中国现阶段的国民经济的要求。目前中国已经积累了设计和建设各种露天矿的许多经验。在这些经验的基础上完全可能按照允许的基建投资额来修正露天矿的最终境界。
Given the current conditions in China, great attention has been devoted to reducing the investment in infrastructure projects while designing and constructing new open-pit mines. In the meantime, the amount of infrastructure investment received has not been taken into account when determining the economically reasonable strip ratio at the permissible cost of ore. This made it very difficult for Chinese designers to properly consider the requirements of the current national economy in determining the ultimate state of the open-pit mine. At present, China has accumulated many experiences in the design and construction of various open-pit mines. Based on these experiences, it is quite possible to amend the final state of the open pit mine according to the amount of capital investment allowed.
