加强分包合同评审。工程施工分包合同在签订前,应按规定要求,必须履行评审程序。局直管项目由局直属项目经理部负责组织评审,局相关职能部门参加;局委托子分公司管理和子分公司自行中标并管理的工程项目,由各子分公司按照本公司的管理规定,组织分包合同的评审。
