中国共产党领导人民夺取政权时,是立党为公、夺权为民的;掌握政权时,是立党为公、执政为民的。对党的各级领导干部,党和国家的公务人员来说,破除“官本位”意识,确立“民本位”观念,实现由“掌权做官”的观念向“执政为民”的观念转变。要实现好这一转变,应当树立正确的权力观、政绩观,而且最根本的问题是要树立正确的世界观。
