对网络舆论危机的内涵进行了解读,认为网络舆论危机是现代政府在网络社会面临的一种治理危机,具有爆发瞬时性、难以预测性、影响范围广阔性、后果严重性等特性;详细阐述了影响网络舆论危机生成的主要因素——政府、网络及公众在网络社会面临的适应性调整难题,进而深入探讨了网络舆论危机的生成机理;最后指出,传统危机治理模式对于网络舆论危机治理仍有参照价值,但亟需一场新的治道变革实现网络舆论危机的根本治理,即网络舆论危机应基于其生成机理采取政府、网络及公众三者合作的治理模式。
