养老金社会化发放是建立社会主义市场经济的客观要求,是减轻企业负担和实施社会保险社会化管理服务的重要步骤,是保障离退休人员基本生活的有效途径。安徽淮北市养老金社会化发放已达100%,受到广大离退休人员的欢迎和赞誉。但在发放过程中,发现17家企业的46人存在冒领养老金问题,这不仅是发放工作中的一个毒瘤,而且威胁着基本养老保险基金的安全与完整。
