该报告对安徽省1677个乡镇卫生院的基本情况、卫生资源及服务能力等进行了系统调查与研究,提出中心卫生院可根据市场需求向医院方向发展,一般乡镇卫生院实行医疗和防保并重的原则;可鼓励民间资金的投入,促进乡镇医疗卫生机构的改革;“十五”期间,乡镇卫生院建设的财政投入应从硬件投入为主转为以卫生人力教育培训为主等一系列观点与建议。
The report conducted a systematic survey and study on the basic conditions, health resources and service capabilities of 1677 township hospitals in Anhui Province, and proposed that central hospitals can be developed in the direction of the market according to market demand. In general, township hospitals should implement both medical care and prevention. Principles; can encourage the investment of private funds, and promote the reform of township medical and health institutions; during the Tenth Five-Year Plan period, the financial input for the construction of township health centers should shift from hardware inputs to education and training based on human resources.
