本文从较深层次上分析了深入实施“231工程”问题,建议从抓乡村干部的观念转变和教育培训入手,依托高校和中专,建立成人教育和职业技术教育融为一体的教育培训服务机构,实行两条腿走路:一方面积极为农村培养输送技术干部;另一方面加强对现有乡村干部的培训教育,实行科技文化脱贫,提高群体素质,以振兴农村经济和社会经济。
This paper analyzes the problem of in-depth implementation of “Project 231” from a deeper level. It is suggested that starting with the concept change of village cadres and education and training, relying on colleges and technical secondary schools, we should establish an education and training service integrating adult education and vocational and technical education Agencies and walk on two legs: on the one hand, they should actively train and transport technical cadres in rural areas; on the other hand, they should strengthen training and education for the existing village cadres, implement technological and cultural sacrifices for poverty alleviation, raise the quality of the group and revitalize the rural economy and the social economy.
