各市地劳动(劳动和社会保障)局、卫生局、中医管理局:现将劳动和社会保障部、卫生部、国家中医药管理局《关于印发城镇职工基本医疗保险定点医疗机构管理暂行办法的通知》(劳社部发[1999]14号)转发给你们,结合我省实际,提出以下意见,请一并贯彻执行。一、要严格按照国家规定的原则和条件,审查和确定定点医疗机构。在医疗保险制度改革起步阶段,定点医疗机构不宜全部放开,要随着统筹地区管理水平的提高,逐步扩大参保人员选择定点医疗机构的数量。二、定点医疗机构要建立医疗保险管理组织,有相对稳定的管理人员,并经统筹地区劳动保障部门业务培训合格。建立健全执行医疗保险各项管理制度的具体办法,与社会保险经办机构共同做好定点医疗服务管理工作。三、各级劳动保障部门要会同卫生、物价等有关部门加强对定点医疗机构服务和管理情况的监督检查。有下列情况之一的,劳动保障行政部门可视不同情况,责令其限期改正,追回经济损失,或取消定点资格。

Establish and improve the implementation of the medical insurance management system of the specific measures, and social insurance agencies jointly do a good job of designated medical services management. Third, the labor and social security departments at all levels should strengthen the supervision and inspection of the service and management of designated medical institutions in conjunction with relevant departments such as health and price control. In any of the following circumstances, the labor security administrative department may, depending on different circumstances, order it to make corrections within a time limit, recover economic losses, or cancel the fixed-point qualification.
