自从1999年4月朱镕基总理访问美国以后,国内舆论和某些部门一直自信心十足地预言很快就要进入 WTO,甚至说2000年上半年就能够加入,结果是到2001年上半年仍然没有加入。应该说.这对中国的刺激和面子影响很大。今年以来,官员们出来圆场说时间不重要,因为入世大局已定。3月,石广生部长说,世界贸易组织说夏季以前加入 WTO 的说法不确切,最早也要在10月或11月加入。3月13日,人大召开新闻会议,石广生不再说什么时间,而是强调这已经成为某些发达国家的一个政治意愿,这个说法说明问题严重到已经回到1999年4月以前的调子。这意味着还可能往后拖延时间,已经有传说要推延到明年。
