韩斌是上海电气(集团)总公司总裁助理兼CIO,去年8月,在一个电子采购研讨会上,某跨国食品企业的电子采购案例让他受到了匪夷所思的“震撼”。那个涉及700多万美元的瓦楞纸包装采购项目是为该企业在中国的5家生产厂实施的。原定70分钟的网上采购过程,由于供应商们竞相调低报价,价格曲线不断下滑,最后延长到3.5小时。后来的核算表明,该项目达成的采购成本比计划至少节省了1/3。
Han Bin, assistant to the president and CIO at Shanghai Electric (Group) Corporation, was shocked by the e-procurement case of a multinational food enterprise in an e-procurement seminar in August last year. The $ 7 million purchase of corrugated packaging was for the firm’s five manufacturing plants in China. The original 70-minute online shopping process, as suppliers are competing to lower the offer, the price curve continues to decline, and finally extended to 3.5 hours. Subsequent accounting showed that the project achieved a purchase cost savings of at least a third over the plan.
