2006年1月31日,农历正月初三,农民工返乡与家人共度新春的日子。就在这一天,国务院发布了《关于解决农民工问题的若干意见》。这是迄今为止中国政府关于农民工问题最高规格的文件。文件明确提出,要优先解决农民工工伤保险和大病医疗保障问题。7个月后,1871万名农民工被纳入工伤保险这张平安网,参保人数与上年底相比增加了620万人……
January 31, 2006, the third day of the first lunar month, migrant workers returned home to spend the Spring Festival with their families. Just this day, the State Council promulgated the “Several Opinions on Solving the Problem of Migrant Workers.” This is by far the Chinese government’s document on the highest standard of migrant workers. The document clearly stated that priority should be given to solving the problem of migrant workers’ work-related injury insurance and serious illness in medical insurance. Seven months later, 18.71 million migrant workers were included in this Ping An network of work-related injury insurance, with an increase of 6.2 million as compared to the end of last year.
