文化建设在现代化建设总体布局中占有重要战略地位。先进文化与落后文化的区别随着历史的发展而变化，当代中国的先进文化就是有中国特色的社会主义文化，它具有民族性、科学性和群众性的特征。党要代表先进文化前进方向，推动先进文化发展进程，必须进一步认识文化建设的重要性，学习和研究有中国特色社会主义文化的发展规律；必须坚持马克思主义在文化建设中的指导地位；必须贯彻“古为今用，洋为中用”的方针，继承和发扬中华民族一切优秀文化传统，借鉴和吸收一切国外优秀文化成果。
