中国农村公路治理,已经基本形成了一种政府主导、市场配置和社会参与的多元治理格局。但是,这种多元治理格局尚处于发展之中,还存在治理结构不完善、治理主体治理能力不强和治理方式开发不足等问题。在社会主义新农村建设背景下,农村公路的多元治理需从提升治理主体治理能力、完善治理结构和创新治理方式等方面加以完善。
The governance of rural roads in China has basically formed a multi-governance structure dominated by the government, market allocation and social participation. However, this multi-governance pattern is still under development, with some problems such as imperfect governance structure, weak governance capacity and insufficient development of governance. In the context of building a new socialist countryside, the diversified governance of rural roads needs to be improved in terms of enhancing the governance capacity of governance subjects, improving the governance structure and innovating the governance methods.
