一、对非营利组织内部财务控制的理解内部财务控制是内部控制的重要组成部分。它是指非营利组织的管理者和财务机构及人员为了实现财务管理目标，以责任、牵制、程序、手续等制度和预算为主要工具，协调非营利组织内部的各项财务活动，确保其与各项法律、法规、政策及财务管理目标的一致性的控制活动。
