人类社会进入21世纪的时候,世界经济正在经历着巨大的变化。一场新的技术革命和产业革命正在蓬勃兴起,这就是信息技术革命(即IT革命)。以半导体集成电路、电脑、光纤、通信卫星等为物质基础的信息革命,克服了经济活动的时空障碍,引起了生产和管理方式的深刻变革,正成为各国经济增长的催化剂。发达国家已经登上了信息革命的头班车,作为我国管理者的政府,站在新世纪的门前,面对汹涌而来的信息化,除了密切重视和发展信息产业,在我们的传统企业中注入新经济以外,政府内部的信息化工作,也是提高行政效率的必然选择。
