统治有低级统治和高级统治之分。高级统治必须是在法治的基础上 ,强化礼治。礼治是指以思想教化、文化制约、道德规诫为主要手段的统御。唐代中前期 ,是一个典型的重视高级统治的社会。其礼治御官化民的主要措施有 :续汉制尊儒倡道 ;育官吏九经举仕 ;倡官德诏谕劝勉 ;重孝义旌表门闾 ;尚敬让行乡饮礼 ;禁左道违礼必究。唐代的重礼治 ,对今世也很有启示意义。
Domination has low-level rule and high-level rule. Senior rule must be based on the rule of law, strengthening the rule of ethics. Rule of rites refers to the domination of ideological education, cultural constraints, moral discipline as the main means of control. In the early Tang Dynasty, it was a typical society that attached great importance to high-level rule. The main measures of rituals imperial government and civilized rituals are as follows: Continuation of the Han respect for Confucianism advocate; educate the officials nine by the longevity; advocate the official Decree Envoys; heavy Xiaoyi Jing table Lu; Etiquette. The rule of retiring in the Tang dynasty also has enlightenment to the present world.
