预算外专项资金(包括各类基金,下同)在我省发展很快,涉及的范围广、规模大,在保证我省重点建设、缓解财政困难、促进经济发展等方面起到了重要作用。但在预算外专项资金的筹集、管理和使用方面,由于缺乏有效的监督和制约机制,存在一些问题。如挤占、挪用资金,专款不能专用;资金投向较分散,难以发挥规模效益;资金审批和发放缺乏严格科学的程序,以致“人情款”、“关系款”较多;私分、贪污、贿赂等违法违纪问题等,时有发生。为摸清我省各类预算外专项资金的底数,进一步规范预算外专项资
Extra-budgetary special funds (including various types of funds, the same below) have been developed rapidly in our province, covering a wide range and large scale, playing an important role in ensuring the province’s key construction, alleviating financial difficulties and promoting economic development.
