几年来,我们分局不断加强管理,深化改革,在实现全面质量管理的基础上,获得国家二级企业称号,现正向国家一级企业的台阶攀登。面对新的目标,广大干部深切感到:任重而道远,必须进一步提高整个企业素质;而提高企业素质的关键是提高人员素质,首先是提高领导干部素质。但是由于各级领导干部有相当一部分战斗在繁忙的运输生产第一线,离岗培训有很多困难。正在此时,适逢哈尔滨铁路局企协主办了企业领导学读书活动。我分局企协认为,
