从目前情况看,县机关单位建立综合档案室有很多有利条件。具体来说,一是有中央关于集中统一管理档案精神的指示;二是有各级领导和干部群众的高度重视和大力支持;三是有一批能胜任档案工作和具有一定实践经验的档案专业人员;四是档案工作者和广大档案利用者已偿到了集中统一管理的甜头,他们对建立综合档案室有迫切要求;五是有一部分档案室基础较好,适合建立综合档案室;六是现在已有了一批实行档案综合管理的档案室,并取得了成功的经验。建立综合档案室不仅有很多有利条件;而且具有很大的优越性:
