汉川是湖北中部的人口大市,地处江汉平原腹地,紧邻武汉,交通便利,优越的区位为汉川经济的发展提供了得天独厚的条件。汉川人居环境和谐,城市基础设施日臻完善,宽松优惠的投资环境吸引了大批企业在此落户。但是随着农村富余劳动力的逐年减少,企业招工难已成为影响企业生产、制约企业发展的瓶颈。与此同时,汉川市每年都有大量城乡劳动力向沿海地区涌进,据统计,汉川市常年外出务工人数高达18万,每年春节期间形成了外出农民工返乡过年的高峰。面对返乡人员要就业和家乡企业要招工这样的两难矛盾,汉川市人社局果断决策、积极应对,在2011年春节前后采取“七个一”措施真情挽留外出农民工在家门口就业创业,初步缓解了春季“招工难”。
