广大工会干部热切期待的《工会法》的修改已经提上了全国人大的议事日程。最近，围绕修改《工会法》中的热点问题，中国法学会主办的《民主与法制》杂志召开了部分有关专家学者和工会干部的小型座谈会。这次探讨的几个热点问题是：工会的首要职能；如何保障职工组建工会和参加民主管理的权利；关于增加法律责任的迫切性；如何保护工会干部的合法权益；工会经费和财产的法律保护等等。下面把大家讨论的主要意见简述如下。
The revision of the “trade union law” eagerly awaited by the vast number of union cadres has been put on the agenda of the NPC. Recently, around the issue of amending the hot issues in the “Trade Union Law,” the “Law & Democracy” magazine sponsored by the Law Society of China convened some small forums on experts, scholars and trade union cadres. Some hot issues discussed in this discussion are: the primary functions of trade unions; how to safeguard the rights of workers to form trade unions and participate in democratic management; the urgency of increasing legal liability; how to protect the legitimate rights and interests of trade union cadres; legal protection of trade union funds and property and many more. The following is a brief summary of the main comments we discussed.
