我国最低生活保障制度有两个组成部分,即城市居民最低生活保障制度和农村居民最低生活保障制度。党的十七大报告首次将最低生活保障制度与基本养老、基本医疗并列为社会保障体系的三大重点,提出要“完善城乡居民最低生活保障制度,逐步提高保障水平”。这标志着最低生活保障制度进入了城乡统筹的制度全面建设的新时期。
China’s minimum living security system has two components, namely, the minimum living guarantee system for urban residents and the minimum living guarantee system for rural residents. For the first time, the report of the 17th National Congress of the CPC sets the minimum living allowance system, the basic old-age pension and the basic medical services as the three major focuses of the social security system. It proposes to “perfect the minimum living guarantee system for urban and rural residents and gradually raise the level of protection.” This indicates that the system of minimum living guarantee has entered a new period in which the overall system of urban and rural areas is fully constructed.
